Tama Intercity Monorail is one of the means of transportation from south to north in the Tama area in Tokyo, where about 3,800,000 people are living. The stamp illustrates a Hitachi Type 1000 monorail train on its way to Tachikawa-Kita Station.

This is a prefectural issue (one can tell by the stylized font of the characters 日本郵便), which are only available for purchase within the featured prefecture (Tokyo, in this case) - maybe also from the Japan Post website - but valid for postage throughout Japan.
